The Infrastructure Development Roadmap for Alatau City has been approved as part of the implementation of the President’s instructions on forming the city as a new center for investment and economic activity. According to the Ministry of National Economy of the Republic of Kazakhstan, work has been completed to adjust Alatau City’s Master Plan, approve sectoral engineering network schemes, and finalize detailed planning projects, creating the basis for phased infrastructure development.

The Roadmap is structured in two main phases.

The first phase, scheduled for 2026–2027, provides for the implementation of 21 infrastructure projects with a total value of KZT 365.1 billion. This stage focuses on the reconstruction of existing facilities and the construction of new engineering infrastructure, including power substations, a water intake unit, and gas pipelines.

The second phase, planned for 2028–2030, includes 9 projects worth KZT 312.5 billion, covering the construction of two substations, a gas pipeline with an automated gas distribution station, wastewater treatment facilities, and 49 kilometers of roads.

Overall, a portfolio of infrastructure projects for Alatau City has been formed with planned investments totaling KZT 10.4 trillion through 2050, of which KZT 3.1 trillion is expected to be implemented by 2030. Financing is envisaged through a combination of budgetary funds, private investment, and EPC contracts. In parallel, 32 investment projects worth KZT 1.5 trillion have been identified, including 20 projects under active implementation across logistics, construction and industry, tourism, and the food sector. Their realization is expected to attract around KZT 1.2 trillion in investment and create more than 22,000 jobs.
