OpenAI has launched the first international cohort of its Edu for Countries initiative under the global OpenAI for Countries program, with Kazakhstan included alongside Estonia, Singapore, the UAE, Jordan, and Greece. Kazakhstan became the first Central Asian country to join the initiative.
Participation in the program marks the beginning of the systematic introduction of ChatGPT Edu, a specialized educational AI platform, into Kazakhstan’s national education system. The initiative reflects the country’s approach that artificial intelligence is designed to support educators by reducing administrative workloads and enabling more personalized learning, rather than replacing teachers.
The project is being implemented under agreements reached following a Memorandum of Cooperation signed on November 6, 2025, during the official visit of the Head of State to the United States. The main agreement was concluded between OpenAI, Inc., Freedom Holding Corp., and regional partner Bilim Group. The initiative is financed through private funds, without state budget involvement.
As part of the rollout, 165,000 free ChatGPT Edu licenses will be provided to educational institutions, including educators at all levels, higher education staff, and participants in the Astana Hub ecosystem. From January 2026, regular training sessions with OpenAI specialists will support practical and secure use of the platform. International experience shows that ChatGPT Edu can improve learning engagement, enhance educational materials, and optimize teachers’ time, which will be considered during Kazakhstan’s phased implementation.
