The Caspian Group, led by Yuriy Tskhay, a former Kazakh congressman of Korean descent (Koryoin), is developing Alatau, a smart city near Almaty, comparable in size to Incheon, South Korea. Yuliya Kim, the project’s team leader, presented the ambitious plan at the "2024 Kazakhstan Market Entry Seminar" on November 18, 2024, hosted by the Korean Consulate General in Almaty. The government-backed project includes a major international airport for 40 million passengers annually, IT and AI training centers, and a transport hub linking the Trans-China Railway to Russia and Europe. Alatau aims to be a high-tech hub with an economic special zone, educational and medical facilities, and financial and leisure districts. Yuliya Kim highlighted the project’s role in fostering innovation and global connectivity. The Caspian Group, founded by Mr. Tskhay in 1992, targets $150billion in foreign investment by 2029 to realize this vision.
