Source: Olzhas Bektenov Holds a Meeting of Alatau City Council – Implementation of the Head of State’s Instructions on the Development of the New City Discussed

Prime Minister of the Republic of Kazakhstan Olzhas Bektenov chaired a meeting of the Alatau City Council on implementing the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of the City of Alatau” and further developing the new city.

Bektenov said the Constitution, effective from July 1 of this year, continues large-scale presidential reforms and supports further economic modernization. Alatau City is intended to attract investment, introduce advanced management solutions, and create a new city model.

“In development of the provisions of the new Constitution, the Constitutional Law ‘On the Special Legal Regime of the City of Alatau’ has entered into force. In accordance with the instruction of the Head of State, the Alatau City project should become one of the drivers of economic development. Therefore, the main task of the Alatau City Council is to ensure the timely and high-quality implementation of the special legal regime,” the Head of Government emphasized.

Chief Executive Officer of Alatau City Authority Alisher Abdykadyrov reported that work is underway on the city’s regulatory framework, strategic documents, public administration system, investment attraction and support, and engineering and transport infrastructure in Yntymak, Koyankus, Zhetigen, Zhangadauir, and Zhangatalap. By year-end, the Long-Term Development Plan until 2055, Development Strategy, and Master Plan until 2040 are to be completed with ARUP and BCG.

The K-Smart City project provides for a 330-hectare self-sufficient pilot district using South Korean smart technologies; Alatau AI-Driven City will use a digital twin, Big Data, and artificial intelligence for real-time urban management; and Alatau Crypto City will develop tokenization projects and a Web3 ecosystem.

According to Alatau City Authority, 53 investment projects totaling 2 trillion tenge and creating 51 thousand jobs have been formed. They include the Iconic Complex worth more than $1 billion, PepsiCo, Mars and Hyundai Green Food production facilities, Khan Tengri Biopharma, urban air mobility projects with AutoFlight and Joby, and a KAIST university campus. By the end of 2026, the first tokenization projects, resident attraction, and a unified virtual and real economy space are planned.

The Council approved the Regulation on Alatau City Authority, defining its legal status, powers, and management system and transforming the State Fund Alatau City Authority into a special management organization – a state body responsible for the city’s functioning and development.

It also approved an Operational Committee for timely decisions, a Regulatory Commission to adopt regulatory legal acts and implement advanced international practices under the special legal regime, and a Temporary Commission on Land Relations under the akimat of the city of Alatau to address transitional issues and support priority investment projects until the Master Plan is approved.

The Prime Minister instructed government agencies and Alatau City Authority to accelerate work on key areas of the city’s development.
