Republic of Kazakhstan’s Ministry of National Economy has developed a draft Constitutional Law “On the Special Status of the City of Alatau,” aimed at establishing a new governance and development model for the city. The proposed legislation is intended to create favorable legal, administrative, and economic conditions to attract private investment, introduce digital and innovative technologies, and apply modern international standards in urban development, social policy, environmental regulation, and investment activity.
According to the draft, Alatau City would operate under a special administrative regime based on principles such as transparency, digital priority, a “one‑stop shop” system for investors, financial sustainability, and the prioritization of private investment. The law envisages a distinct governance structure, including an administration, akimat, and maslikhat, as well as the creation of a supervisory council chaired by the Prime Minister. The development of the city would rely primarily on private investment, while public funds would be directed toward transport, utilities, energy, and social infrastructure. The draft law has been published for public discussion on the Open NPA platform.
